I've an Amazon account with Gift Certificate Balance: $ 9.75. As I'm from India, it is of no use to me. Is there any thing we can done to exchange the amount (Paypal)?

Then the only choice you have is to buy something, send it as a gift to anyone interested, and have that person return the amount on PayPal.
